LA Gestione dei Pneumatici Fuori Uso,,Un primo passo nella giusta direzione

F irmato il protocollo di intesa tra alcune rappresentanze del settore del recupero degli pneumatici fuori uso. Il documento prodotto impegna ad attuare alcuni principi che dovrebbero in futuro essere rispettati da chi sarà coinvolto nel sistema di smaltimento.

Dopo tre anni di confronto sulle tematiche dibattute in merito all’articolo 228, è stato prodotto un protocollo di intesa che tenta di entrare nel merito della questione impegnando i vari settori interessati, ciascuno per le proprie competenze, a rispettare e a portare avanti alcuni principi cardine per il sistema dello smaltimento e del recupero. A fronte di un risultato sicuramente significativo che rappresenta un primo passo importante per le problematiche poste, va sicuramente sottolineato che il lavoro da fare è ancora molto poiché ancora molti sono i punti che restano in sospesi per una corretta gestione del sistema.

Il documento in questione riflette e tocca una serie di tematiche sulle quali il Consorzio ARGO, nel corso degli anni, ha lavorato proponendo una serie di interventi istituzionali che hanno di fatto aperto la strada al settore del recupero e alla relativa proposta normativa che, in parte, oggi è una realtà decisiva per tutto il comparto industriale degli pneumatici.

In una prospettiva di forza conferita ad ARGO e a i suoi associati dalle conoscenze tecnico-scientifiche di cui è in possesso si sono intraprese azioni di grande respiro e rivolte con lo sguardo al futuro.

Partendo dalla certezza che il “problema degli pneumatici” si risolve ribaltando il concetto rifiuto in una visone più innovativa rappresentata dalle MPS, ARGO si è impegnata in modo decisivo nel percorso di affermazione di questo concetto, attraverso proposte concrete che hanno portato, ad esempio, alla presentazione ufficiale della circolare ministeriale del 19 luglio 2005 nella quale vengono fornite le indicazioni operative per l’applicazione del DM 8 maggio 2003,n. 203 per i materiali riciclati e per i beni e manufatti ottenuti con i materiali provenienti da articoli in gomma.

La crescita del settore del recupero è determinante, se si vuole parlare del pneumatico fuori uso come di una risorsa da valorizzare ed è per questo che, sempre sulla stessa strada, si incontrano numerose altre iniziative di proposta concreta, fino alla definizione e approvazione dello Standard Europeo di Prodotto, in collaborazione con UNI.

La norma europea che stabilisce le caratteristiche tecniche e i parametri qualitativi, diventa una realtà grazie all’impegno delle associazioni ARGO, il Consorzio Italiano del Settore ed ETRA - European Tyre Recycling Association, che aveva iniziato il percorso sullo standard 10 anni fa, concluso il 3 dicembre 2009 grazie al lavoro svolto da tutta la filiera nell’ambito della segreteria CEN ottenuta da ARGO. Queste associazioni hanno caparbiamente creduto nel valore del riciclaggio come risorsa economica e in quanto necessità ambientale improrogabile.

Nell’ottica della affermazione del principio del recupero, un altro passo in avanti è stato compiuto con l’intervento effettuato sul REACH (Registration, Evaluation and Authorisation of Chemicals), per il quale sia ARGO che ETRA hanno contribuito a far chiarezza attraverso informazioni e attuazioni di procedure ad hoc per le aziende.

Il REACH ha avuto un grosso impatto anche sul settore del recupero PFU, infatti le aziende che producono granulato e polverino di gomma, sono tenute ad effettuare gli adempimenti connessi al REACH se vogliono continuare in futuro a classificare tali materiali come materia prima anziché come rifiuto e per certi aspetti, l’adesione al REACH ha aiutato a chiarire definitivamente alcuni dubbi che tuttora sussistono in determinate P.A. circa l’effettiva natura di materia prima seconda del granulato e del polverino.

Tali interventi, che esprimono il risultato propositivo di una serie di relazioni con i soggetti della filiera e che si sono avvalsi delle enormi potenzialità e conoscenze che il settore del recupero, rappresentato da ARGO, ha dimostrato di avere, sono andati ad incidere sulla qualità delle problematiche in campo.

Questo “modus operandi” fa intendere che questa è la strada giusta da perseguire per ottenere dei risultati affidando le discussioni e le proposte di intervento sul tema degli pneumatici fuori uso alle conoscenze specifiche di chi, nel quotidiano, affronta e gestisce le reali necessità e possibilità del settore.

Sarebbe auspicabile quindi che, anche con la collaborazione dei produttori, si cercasse di far chiarezza, attraverso l’apertura di un tavolo di discussione sul merito della questione, sulle “responsabilità di rappresentanza” di un sistema complesso che necessita dell’apporto delle specifiche conoscenze e competenze che altrimenti rischia di attuare delle scelte lasciando scoperte le potenzialità di un settore che rappresenta la vera chiave di volta per la risoluzione del problema pneumatici/rifiuti.

E’ appena il caso di sottolineare che se lo schema di decreto non fosse stato oggetto di commenti e critiche costruttive da parte di ARGO, ma bensì fosse stato approvato 6 mesi fa come da più parti auspicato, si sarebbe persa una occasione di non poco conto: recepire i principi sanciti nel protocollo di intesa traducendoli in chiare e vincolanti norme (altrimenti sarebbero vanificati) e avviare un confronto serio e concreto tra le parti, per rivedere e correggere le criticità della norma, ancora in discussione, prima che venga approvata.

Sempre più imprese che operano nel settore ambiente si adeguano alla normativa vigente e si dotano di una nuova figura professionale, il Responsabile Tecnico per la Gestione dei Rifiuti, il manager ambientale, figura professionale cardine per la corretta gestione dei rifiuti.

Per l’iscrizione all’Albo Gestori Ambientali delle imprese che esercitano il trasporto dei rifiuti, i D.M. 406/98 e D.Lgs. 152/06, parte IV, rendono necessaria la presenza della figura professionale del Responsabile Tecnico per la Gestione dei Rifiuti.

Per diventare Responsabile Tecnico della Gestione dei Rifiuti è necessario essere in possesso di diploma o laurea e avere esperienza in azienda del settore o frequentare un Corso specializzato organizzato dalla Regione o da un Ente riconosciuto dalla stessa. L’Angri, ente di formazione accreditato, organizza nella sua sede di Roma un Corso per Responsabile Tecnico Gestione Rifiuti ai sensi del D.M. 406/98. Il Corso, che si avvierà nel mese di settembre 2009, è strutturato in moduli a seconda dalla specializzazione tecnica che si intende conseguire, (contenuti didattici previsti ai sensi della delibera Albo Gestori Rifiuti n. 3 del 16 luglio 1999), e rilascia un attestato di competenza, che consente di ricoprire il ruolo di RT per l’iscrizione all’Albo Gestori Rifiuti. I moduli attivati sono: Modulo BASE: dal 21 al 25/09/2009; Modulo A: dal 28 al 29/09/2009; Modulo E: dal 5 al 9/10/2009; Modulo F: dal 12 al 16/10/2009; Modulo B: dal 19 al 24/10/2009; Modulo C: dal 26 al 30/10/2009; Modulo D: dal 2 al 6/10/2009.

Ecomediterranea, Fiera Internazionale dell'ambiente e dello sviluppo sostenibile dei Paesi del Mediterraneo, si svolgerà a Palermo dal 24 al 27 settembre presso l'Ex deposito delle locomotive di Sant'Erasmo. L�evento si propone come vetrina delle tecnologie, delle realtà industriali, delle politiche e dei programmi a favore dell'ambiente e come luogo di incontro per gli operatori del settore. Nel corso della fiera vengono realizzati convegni e workshop relativi alla tutela dell'ambiente, sulle tematiche che più da vicino riguardano le realtà dei Paesi dell'area mediterranea: dal corretto smaltimento dei rifiuti, alla pianificazione di uno sviluppo sostenibile, fino all'agricoltura e alle energie alternative. Oltre all�esposizione degli operatori del settore, vengono anche organizzati diversi eventi di contorno tra cui mostre sui temi della fiera, esibizioni di artisti e concorsi in campo ambientale riservati alle scuole. Tematiche ambientali e dello sviluppo sostenibile, articolate principalmente nei settori aria, acqua, rifiuti, energia, natura, agricoltura e zootecnia, educazione e comunicazione ambientale, bioedilizia, mobilità sostenibile, acquisti verdi, informatica, editoria e consulenza. CORSO RESPONSABILE TECNICO GESTIONE RIFIUTI: A SCUOLA DI AMBIENTE
La salvaguardia dell’ambiente va sui banchi di scuola. Per l’iscrizione all’Albo Gestori Ambientali delle imprese che esercitano il trasporto dei rifiuti nasce una nuova figura professionale, il Responsabile Tecnico per la Gestione dei Rifiuti, il manager ambientale.

L’Angri, ente di formazione accreditato, organizza nella sua sede di Roma un Corso per Responsabile Tecnico Gestione Rifiuti ai sensi del D.M. 406/98. Il Corso, che si avvierà nel mese di giugno 2009, è strutturato in moduli a seconda dalla specializzazione tecnica che si intende conseguire, (contenuti didattici previsti ai sensi della delibera Albo Gestori Rifiuti n. 3 del 16 luglio 1999), e rilascia un attestato di competenza, che consente di ricoprire il ruolo di RT per l’iscrizione all’Albo Gestori Rifiuti.

Sicilia: rvoluzion ATO il sistema di gestione dei rifiuti

Rivoluzione in Sicilia sul fronte della gestione integrata dei rifiuti. Cala il sipario sui vecchi A.T.O. rifiuti.Considerati dall'opinione pubblica inutili carrozzoni politici per piazzare posti di sottogoverno, ora vedranno una drastica riduzione numerica passando da 27 a 9. Con la pubblicazione sulla Gazzetta Ufficiale della Regione Sicilia numero 252 del 6 Giugno, a firma del Presidente della Regione Raffele Lombardo,entro il 2008 ci sarà una vera e propria rivoluzione nell'ambito del sistema di gestione integrata dei rifiuti che interesserà tutta la Sicilia. Quali le caratteristiche salienti del decreto? Innanzitutto ogni provincia avrà un solo A.T.O. che avrà competenza sul proprio territorio. I comuni si dovranno consorziare a livello provinciale riconoscendo ed approvando lo statuto entro il 5 agosto. Spariranno i consigli di amministrazione di nomina tecnico-politica? Sembrerebbe di si. L'assemblea degli enti consorziati sarà composta dai sindaci, così come i componenti del consiglio di amministrazione. I comuni, entro 60 giorni , dovranno approvare in consiglio comunale lo statuto dell'Autorità d'ambito provinciale. Altra novità il comune capofila rappresentato dal sindaco del comune che ha il maggior numero di abitanti, il quale dopo l'approvazione di tutti i consigli comunali e comunque entro 90 giorni dall'emanazione del presente decreto, sottoporrà all'assemblea dei sindaci lo statuto definitivo, il quale dovrà essere approvato, entro 30 giorni, dall'assemblea dei sindaci con il pronunciamento favorevole dei comuni. In caso contrario scatteranno le diffide e l'invio dei commissari ad acta. Da punto di vista economico ogni Autorità d'ambito avrà un proprio patrimonio costituito da un fondo di dotazione, dagli eventuali conferimenti in natura effettuati dai consorziati e dalle acquisizioni dirette realizzate dalle Autorità d'ambito nei modi di legge. La Regione, la Provincia, i comuni e le attuali 27 società d'ambito trasferiranno alle autorità d'ambito di competenza la titolarità dei contratti con terzi ove stipulati, dei beni e delle attrezzature nonché degli impianti realizzati sul territorio con fondi regionali, provinciali o comunitari inerenti il ciclo dei rifiuti. Le Autorità d'ambito potranno inoltre accedere ai finanziamenti regionali, statali e comunitari al fine di realizzare gli interventi programmati per la gestione integrata; Ogni a.t.o. provinciale dovrà poi stabilire le rispettive tariffe per il servizio. Belluno: dalla Provincia oltre 340 mila euro per la raccolta differenziata

Oltre 340 mila euro per sostenere, promuovere e coordinare le iniziative connesse alla raccolta differenziata spinta dei rifiuti urbani, secondo quanto previsto nel "Piano Provinciale di gestione dei Rifiuti Urbani''. La giunta provinciale di Belluno ha di recente approvato il bando con cui assegnera' nel corso del 2008 contributi a fondo perduto a Comuni e Comunita' montane impegnati a realizzare iniziative nel campo della raccolta differenziata spinta, in linea con quanto previsto dal Piano provinciale dei rifiuti adottato dal Consiglio provinciale nel 2006. «Dopo i contributi per oltre 2 milioni di euro erogati dal 2004 a oggi - spiega il presidente della Provincia, Sergio Reolon - proseguiamo in questo lavoro per fornire agli enti locali gli strumenti adatti a ridurre le quantita' di rifiuti da portare in discarica e per diffondere una cultura. Dobbiamo dire che fino a oggi i risultati sono in linea con le previsioni del Piano e questo soprattutto grazie alla collaborazione e al senso civico dei bellunesi». Il bando 2008 approvato dalla Provincia prevede tre linee principali: il potenziamento della rete di ecocentri, l'introduzione del sistema tariffario sulla base dell'effettiva quantita' di rifiuti prodotta e l'incremento del compostaggio domestico. «I cittadini devono pagare in base a quanti rifiuti realmente producono - afferma Reolon - Il principio e': piu' riciclo, meno pago». Parte dei 343 mila euro messi a disposizione dalla Provincia saranno devoluti quale premio ai tre Comuni che nel 2007 hanno conferito la minor quantita' pro capite di rifiuto non differenziato, tenendo conto degli abitanti equivalenti. Il premio assegna 15 mila euro al Comune primo classificato, 10 mila euro al secondo e 5 mila euro al terzo.

RAEE: ancora tempi lunghi per il ritiro 1 a 1 presso i punti vendita

Sicuramente più lungo resta il cammino per il decreto ministeriale sulla gestione dei RAEE da parte dei punti vendita secondo il principio dell'uno contro uno contenente anche la fondamentale regolamentazione delle modalità semplificate per la gestione dei RAEE da parte dei distributori, grossisti ed installatori di AEE nonché dei gestori dei centri di assistenza tecnica di tali apparecchiature. Ricevuto il via libera dalla Conferenza Unificata a fine marzo, il decreto si trova oggi al vaglio della Commissione Europea. Uno step obbligatorio che potrà richiedere anche 90 giorni. Visto il numero di soggetti chiamati ad esprimersi in merito, fare previsioni circa la data della futura pubblicazione è oggi difficile. Peraltro i 90 giorni di cui sopra scadranno il 14 di agosto.

Zero waste in Buenos Aires (Argentina)

In late 2005, the City Council in Buenos Aires, Argentina unanimously passed a law, "Integral Management Of Solid Urban Waste," a Zero Waste law. The law sets goals and milestones to reduce the volume of municipal solid waste going to landfill disposal. "The first milestone is 30 percent reduction of waste to landfill by 2010," says Cecilia Allen of Global Alliance for Incinerator Alternatives' (GAIA) Latin America office in Buenos Aires. "That is followed by a 50 percent reduction by 2012, and a 75 percent reduction by 2017. The law bans landfilling of recyclable and compostable waste by 2020." The baseline used in the law is the tons of solid waste disposed in 2004 (1.5 million metric tons). Impending closure of two of the three landfills servicing the city and surrounding region helped build political support for the Zero Waste law. CEAMSE (Coordinación Ecológica Area Metropolitana Sociedad del Estado), a joint venture of the government of the Province of Buenos Aires and the government of the City of Buenos Aires, has been managing urban waste in the Greater Buenos Aires region for almost 30 years. It owns the landfills, which receive up to 5,000 metric tons/day of municipal solid waste from the city alone. Garbage collection in Buenos Aires is mostly privatized, with five of the six districts serviced by contractors to the city. Buenos Aires city government services the sixth. Culture Of Cartoneros Against the backdrop of "institutionalized" waste collection is an infrastructure of cartoneros, or waste pickers. The number of cartoneros grew significantly during the economic crisis that Argentina went through in 2001, but has since shrunk to an estimated 10,000 people. Entire families can be seen picking through the garbage set out at the curb. Primary materials recovered are cardboard and paper, as well as metals. Many use large canvas "sacks" mounted on wheels to hold the recovered materials. Stores owners typically keep cardboard and paper separated for the cartoneros, who have their certain territories within the various neighborhoods of the city. Many cartoneros, who live in the outskirts of the city, arrive on special trains designed to carry their carts. (One on-line blog noted that these trains were being shut down, making it more difficult for the cartoneros.) It is estimated that the cartoneros recover about 13 percent of the garbage generated in Buenos Aires. They typically sell their materials to a broker, who in turn sells to processors of recycled feedstocks. While many cartoneros operate independently, there are about 10 cooperatives in the city of Buenos Aires. "The strategy to implement the Zero Waste law includes working with the cooperatives, having them operate the Resource Recovery Centers to be built," explains Allen. "It also provides funds for them to acquire capital goods. The law recognized that the cartoneros were here before this policy was adopted, and these are the people who know about the waste and how to recycle it." The city government built the first Resource Recovery Center, purchased the machinery, and loaned the installation to the cooperative selected to operate the plant under a five-year agreement. The facility, the Bajo Flores Ecological Cooperative of Recyclers, opened on May 1st. An article in the Inter Press Service (IPS) News Agency reports that there are 30 cartoneros working in the plant, processing 10 metric tons of materials a day. The goal is to expand to 90 workers, and process 120 metric tons/day. "For now, we are practicing with small quantities to learn how to classify, but we will later have to learn to handle larger volumes and how to register purchases, sales and payments," said Francisco Monzon, president of the Bajo cooperative, in the IPS article. Monzon's cooperative was formed in 2002 in order to obtain better prices for the materials. According to the cartoneros, one problem they are facing is that a fair amount of recyclables never make it to the plants. That's why they have proposed that the government start a program to monitor the private waste haulers. The private companies providing waste collection in the five districts are required to build the remaining recycling centers as part of their service agreements with the city. Those will be owned by the city government, but operated by the cooperatives. Revenues from sale of recyclables go to the cartoneros. Two of the five are being built, although there are significant delays. GAIA, together with Greenpeace, other environmental NGOs and cartoneros cooperatives, has been taking an active part in an advisory committee created by the law, proposing ideas to better implement the Zero Waste strategy. These include improving the communication campaigns, collection of yard trimmings, working with big waste producers, etc. They have also been pressing the government to speed construction of the resource recovery centers, as well as talking to neighbors who oppose these sites fearing that they are garbage disposal sites. Greenpeace has conducted a media campaign with TV spots asking people to call on the government to implement the Zero Waste law. Last year, GAIA, Greenpeace and the national Citizens Anti-Incinerator Coalition stopped attempts by the city government to start incinerating solid waste, something the law bans until significant diversion (75 percent) has occurred. "The law is not being implemented as we had hoped, and the new government administration is showing dangerous attempts to cut citizens' participation and go back ages by incinerating municipal waste," says Allen. "But we see that more and more organizations and institutions are calling on the government to implement the Zero Waste law. We hope that this critical mass will make the administration stay on the right path." Organics Diversion Initiatives A small yard trimmings composting site is operating at the CEAMSE landfill (the one that will remain open). It receives landscaping material from some of the gated communities in the Buenos Aires region, and from the city's parks and separate trimmings collection system. GAIA recently hired a person to research opportunities for organics diversion, primarily from households and businesses in neighborhoods of the city. "Even though almost half of our waste is organic, the strategy to implement the law focuses on dry recyclable materials, so we're aiming at starting small-scale composting systems within the city to show the importance and the feasibility of diverting organics from landfills," says Allen. The city is rolling out a two-bin collection system for households - a dry bin for recyclables and a wet bin for nonrecyclables and compostables. The dry bin materials will go to the Resource Recovery Centers. "The law talks about first separating dry and wet, then improving separation of the dry stream," she adds. "The third step will focus on separating organics. The rationale for starting with the dry stream is that there is a market for these materials and this is what the waste pickers focus on." The 2005 Zero Waste law also includes Extended Producer Responsibility provisions. New research into recycling household plastics to be launched in Scotland

New research from WRAP has found that recycling not just plastic bottles but other plastic packaging as well can be cost-effective and environmentally friendly. WRAP has just launched its first business plan for Scotland and, in this, proposes to review the outcomes of its mixed plastics research against Scotland's circumstances. Delivery of the Scotland Business Plan will be led by WRAP's new Director for Scotland, Iain Gulland, who will start work on 23 June. Scotland produces around 250,000 tonnes of mixed plastic packaging waste every year. The total for the UK is 1m and this figure is growing by 2-5% every year. It makes up around 7- 9% of household weight by waste and its volume means it stands out in the average person's bin. WRAP did the research to see if it made financial sense to recycle this waste and if recycling it would be better for the environment than other options such as burning it or sending it to landfill. In particular, WRAP wanted to see if these ordinary household items could be recycled to make new ones, rather than having to use virgin plastics every time. There is currently a 'Catch 22' situation, with few local authorities prepared to collect plastic waste other than bottles, as there is limited potential for them to be recycled. However, this means there is a lack of such plastics available for companies to attempt to do so. WRAP's research included trials of sorting different types of plastics, an analysis of the type of technology needed, an estimate of running costs, and modelling of the financial rate of return. It also compared the environmental impacts of different ways of dealing with this type of plastic waste, including burning it and sending it to landfill. The research showed that, in addition to the environmental benefits, recycling can be cheaper than both these options. Overall, landfill is the least favourable option for disposing of plastics waste. However, in terms of global warming potential the research found that incineration of plastic packaging was the worst option. This is because more CO2 is emitted by burning plastics than by burning gas or coal to generate the same amount of electricity. The research showed that, on balance, the best environmental option is to invest in technology to produce high quality recycled plastics, but there will still be a need for solid recovered fuel (SRF) in some cases. Consequently, it makes sense to build integrated plants capable of both options as this improves the economic benefit and maximises the environmental impact. Liz Goodwin, CEO WRAP, said: "We are delighted to have Iain Gulland on board as WRAP's new Director for Scotland and believe his appointment will help drive some real environmental changes in this area and others. "[i]This is the first time that we have been able to prove that recycling mixed plastics is not only possible, but cost-effective and makes good environmental sense. WRAP's research is a first step towards getting that plastic out of the household bin and back in use. This will reduce the need for us to use large amounts of energy producing new plastics and the oil required in their content[/i]." Professor Jim Baird from Remade Scotland, said: "[i]Remade Scotland and WRAP are working together to find solutions to the problems of recycling mixed plastics in Scotland. This event is an opportunity for us to present the results of our research and to explore the practical options for stimulating more recycling with other industry professionals[/i]."

EU waste policy not fit for future

Environmental NGOs are deeply disappointed with this week's European Parliament vote on the revised Waste Framework Directive. Parliament accepted a pre-arranged deal that sets inadequate European recycling targets and no target for waste prevention. A number of MEPs made a lastditch attempt to re-insert the Parliament's original stronger targets, but this was defeated. Member States are now expected to ratify this deal which will become law by the end of 2008. Nathalie Cliquot, waste policy officer of the European Environmental Bureau (EEB), said, "[i]Everyone understands that increasing waste and sustainable development do not go together, yet pressure from EU Governments led to postponing discussions for common prevention targets until 2014. Nevertheless, Governments are required to implement waste prevention programmes and the Commission has the difficult task of ensuring that they deliver it should swiftly propose common prevention targets[/i]". Dr Michael Warhurst of Friends of the Earth Europe (FOEE) said, "This vote gives the EU its first ever general recycling targets; however they are too low to address the urgency of resource and climate threats. They also exclude too many significant waste streams and will be difficult to enforce. The Commission must now work hard to gather the information necessary so when targets are reviewed in 2014 they are made stronger, matching best practice around Europe." MEPs also agreed with a proposal to re-brand some incinerators as 'recovery' rather than 'disposal', a decision which ignored evidence that incineration contributes to climate change rather than acts as a climate solution [3]. Incineration is also inflexible and expensive and can limit recycling rates, as reflected by Denmark's opposition to a mandatory 50% household recycling rate because they already have too many incinerators. Given the clear need for and achievability of higher recycling targets, Member States cannot afford to put in place such expensive and inflexible residual waste technologies. Dr Michael Warhurst of Friends of the Earth Europe (FOEE), said "EU Governments should be planning for future increases in recycling and prevention targets, not in wasteful and expensive incineration." EEB and FOEE are also very concerned that MEPs supported a loose definition of 'by-products', which will allow many materials that are currently classified as waste to escape from safety controls. Nathalie Cliquot of EEB said "[i]Allowing potentially hazardous materials to escape waste controls and even to be exported to the developing world through the new by-products definition is a serious error; the Commission must ensure strict controls are in place[/i]."

New hazardous waste research shows map of a growing market

In 2007 the amount of hazardous waste that was collected and treated in Europe accounted to 67.6 million tonnes. It represents only a small percent of the total waste generated. However, its toxicity, technical/infrastructure expertise needed to handle them and the harmful impact it could have on the environment have made hazardous waste a cause of concern. Most of the European countries have government agencies that take care of issues related to hazardous waste. They are also responsible for the development and implementation of policies related to hazardous waste. Western Europe has a well developed hazardous waste management services market which was valued $8.10 billion in 2007. 'Waste management especially hazardous waste has always been given its share of importance in Europe', says Frost & Sullivan Research Associate Karthikeyan Ravikumar. 'The changes made to the definition of hazardous waste in the European Waste Catalogue seem to have benefited the hazardous waste treatment market. It has widened the definition of hazardous waste thereby adding waste such as contaminated soil to the list of hazardous waste. This has considerably increased the hazardous waste volumes entering the treatment market. The implementation of the landfill directive in June 2002 too has had a huge impact on alternate treatment techniques. It has diverted waste previously disposed in landfills to alternate treatment techniques such as thermal treatment, physical/chemical treatment, stabilization and recycling. This directive has helped alternate treatment techniques especially in the recycling sector'. But let's see how the situation is in some European countries. Hazardous waste management services market is an important economic factor in Germany with more than 1,000,000 employees employed in the sector generating revenues of over $2 billion in 2007. The total volume of hazardous waste treated in Germany amounts to about 11 million tonnes in 2007. 'Well developed policies, legislation and infrastructure have made Germany one of the dominant players in the European hazardous waste market,' continues Frost & Sullivan analyst Ravikumar. 'Strong infrastructure has further made Germany a key destination for hazardous waste in Europe. Increased waste generation, stringent laws and inadequate treatment facilities in other European countries especially the developing Eastern European countries has resulted in the export of waste to Germany. This trend is expected to continue because of the strong industrial growth witnessed in some Eastern European countries and some major market players are looking at those countries as growth markets for the future'. The United Kingdom and Republic of Ireland hazardous waste management services is the second largest market with a value of $1.10 billion in 2007. United Kingdom and ROI have historically relied upon landfill as a source of cheap and widely available waste disposal method. This reliance has effectively been changed with the implementation of the Landfill directive, which came into effect in 2004. As a result, a drift away from landfills towards alternate treatment techniques such as recycling and physical/chemical treatment of hazardous waste is the order of the day. This is a common trend observed all over Europe. The historic decision of the French authorities to focus on incineration and valorization as the ultimate methods of disposal for hazardous wastes has made thermal treatment the most favored technique in France. The French hazardous waste management services market is the third largest in Europe with a value of $909 million in 2007. France has emerged as a major treatment center and import destination for hazardous waste from other European countries that lack the required infrastructure especially thermal treatment. Less restriction on the import of waste assisted by available capacity has made France a favorite destination for treatment and final disposal. Italy, Iberia, Benelux, Alpine and Scandinavia are other major markets in Europe. The West European hazardous waste management services market which has reached maturity in many countries is expected to experience a stable growth for the next seven years. A fuoco uno stoccaggio di rifiuti speciali. Muore un operaio, grave un secondo dipendente

Una forte esplosione da cui si è sviluppato un vasto incendio e una densa nube nera si è verificata poco prima delle 14 di oggi all'interno dell'azienda Agrideco di Scarlino, impresa che si occupa dello stoccaggio di rifiuti speciali. All´interno del capannone ionvaso dalle fiamme è stato trovato il corpo senza vita di un operaio rumeno di 47 anni, sposato e con un figlio, mentre un suo collega, un sessantenne residente a Suvereto, è stato immediatamente trasportato con un elicottero all'ospedale di Grosseto, dove si trova ricoverato sotto stretta osservazione dei medici, che per il momento si riservano la prognosi. Secondo le primissime ricostruzioni gli operai stavano lavorando dentro un capannone nel momento in cui si è innescato l´incendio che ha portato ad esplodere alcune bombolette presenti tra i rifiuti. Sul posto stanno operando quattro squadre dei vigili del fuoco e il nucleo Ncbr dei vigili del fuoco, mentre i sindaci dei comuni vicini hanno subito diffuso un'allerta alla popolazione perché i cittadini rimangano in casa tenendo chiuse porte e firenze al fine di non respirare la densa nube nera che si è spirgionata dalla fabbrica. «Davanti ad una simile tragedia il nostro primo pensiero va alle vittime, ai feriti, all'operaio defunto. A loro e alle loro famiglie va tutta la nostra solidarietà e il cordoglio della Regione Toscana. Poi, però, sale l'indignazione per questo nuovo incidente sul lavoro. E vogliamo chiarezza, sulle dinamiche e sulle responsabilità che gli inquirenti accerteranno. L'Arpat sta già valutando la presenza o meno di emissioni pericolose o di eventuali altri danni ambientali. Nel caso ci siano, saremo pronti ad agire con tempestività. Domani mi recherò sul posto per vedere di persona cosa è successo». Queste le prime riflessioni dell'assessore all'ambiente Anna Rita Bramerini dopo aver appreso la notizia dell'incendio all'interno dell'Agrideco, azienda privata di raccolta e smaltimento di rifiuti speciali di Scarlino (Gr), della tragica morte di un operaio e del ferimento di altri lavoratori presenti in azienda al momento dell'incidente. L'Agrideco è un'azienda di medie dimensioni che opera nel settore dello smaltimento dei rifiuti da alcuni anni, si occupa della raccolta, della selezione, dell'inertizzazione e dello smaltimento (in discarica o presso altri impianti) di rifiuti speciali, pericolosi e non. Tra i suoi clienti ci sono imprese di tutta la regione e di varie altre parti d'Italia. Appena si è diffusa la notizia dell'incendio unità dell'Agenzia regionale di protezione ambientale (Arpat) di Firenze e Grosseto, ha raggiunto il luogo dell'incidente per iniziare un lavoro di analisi e monitoraggio del sito. L'obiettivo è capire cosa abbia provocato l'incendio e se ne sono derivate emissioni nocive o qualsiasi altro tipo di danno ambientale pericoloso per la salute delle persone o per l'ecosistema.

Affari d'Oro per la gestione dei rifiuti pericolosi

L'anno scorso, in Europa, sono stati raccolti e smaltiti 67,6 milioni di tonnellate di rifiuti pericolosi. Una piccola percentuale rispetto ai rifiuti totali prodotti. Tuttavia, la loro tossicità, il pericolo che rappresentano per l'ambiente e le tecnologie e infrastrutture necessarie per lo smaltimento rappresentano un grosso problema. La maggior parte dei Paesi europei ha creato agenzie governative per la gestione di tutte le problematiche e responsabili dello sviluppo e dell'implementazione di politiche dei rifiuti pericolosi. Il mercato della gestione dei rifiuti pericolosi è molto ben sviluppato nell'Europa occidentale con un giro di affari che, nel 2007, è stato stimato pari a 8 miliardi di dollari. «La gestione dei rifiuti, specialmente di quelli pericolosi ha sempre avuto un ruolo importante in Europa - dice l'analista di Frost & Sullivan, Karthikeyan Ravikumar -. La modifica del concetto di rifiuto pericoloso nel Catalogo europeo dei rifiuti sembra abbia portato una serie di benefici al mercato dello smaltimento dei rifiuti pericolosi, in sostanza ampliando la stessa definizione fino ad includere anche il terreno contaminato a questa lista. Ciò ha ovviamente aumentato il volume di rifiuti nel mercato dello smaltimento. L'introduzione della direttiva sulle discariche nel 2002 ha avuto un impatto notevole nella creazione di tecnologie alternative per lo smaltimento e ha infatti ridiretto rifiuti destinati alle discariche verso tecnologie alternative come il termico, il fisico/chimico, la stabilizzazione e il riciclaggio». Ma come vanno le cose nello specifico di alcune nazioni europee? Lo smaltimento di rifiuti pericolosi è un fattore economico di grande rilievo in Germania, con più di 1.000.000 di addetti impiegati in questo settore e con un giro di affari che nel 2007 ha superato i 2 miliardi di dollari. I volumi totali di rifiuti smaltiti nel 2007 ammontano a più di 11 milioni di tonnellate. «Una serie di politiche ben sviluppate, leggi adeguate e infrastrutture appropriate hanno fatto della Germania una delle nazioni più dominanti nel mercato dei rifiuti pericolosi - continua l'analista di Frost & Sullivan -. Una rete infrastrutturale di prim'ordine ha contribuito, inoltre, a fare della Germania una destinazione chiave per i rifiuti in Europa. La crescente produzione di rifiuti, leggi sempre più stringenti e impianti di smaltimento inadeguati in altre nazioni europee specialmente nell'Europa dell'Est ha contribuito a questo export verso la Germania. Questa è una tendenza che continuerà a svilupparsi vista la forte crescita industriale di alcuni Paesi dell'Est europeo i quali sono anche visti come target potenziali per un futuro sviluppo». Il Regno Unito e l'Irlanda seguono a ruota e sono secondi con un mercato valutato intorno ai 1,10 miliardi di dollari nel 2007. Questi due Paesi hanno tradizionalmente preferito il sistema delle discariche visto il basso costo e la piena disponibilità di siti adatti allo smaltimento. Questa dipendenza è stata radicalmente cambiata con l'introduzione della Direttiva sulle discariche del 2004. Dalle discariche si è andati verso tecniche alternative come riciclaggio o trattamenti fisico/chimici dei rifiuti pericolosi, un fenomeno del resto osservabile in tutt'Europa. La decisione storica delle autorità francesi di incentrare le proprie risorse verso l'incenerimento e la valorizzazione dei rifiuti pericolosi ha fatto sì che lo smaltimento termico dei rifiuti è il metodo preferito in Francia. Il mercato dei rifiuti pericolosi è il terzo mercato d'Europa con un valore pari a 909 milioni di dollari nel 2007. La Francia è emersa quale centro europeo di rilievo nell'importazione e smaltimento dei rifiuti pericolosi specialmente per quei Paesi europei privi di tali infrastrutture. Una riduzione delle restrizioni nell'importazione di questi rifiuti e l'ampia capacità hanno fatto della Francia una delle destinazioni preferite nel trattamento e smaltimento. L'Italia, la Penisola Iberica, il Benelux, le regioni alpine, la Scandinavia sono comunque mercati di rilievo. Prevista in tutta Europa una crescita stabile per i prossimi sette anni. Sardegna: entro un anno, un ecocentro per ogni comune

La Regione Autonoma della Sardegna, tramite la DELIBERAZIONE N. 32/20 DEL 4.6.2008, ha stabilito che entro un anno tutti i Comuni della regione debbano essere dotati di un ecocentro per la raccolta dei rifiuti. "L'obiettivo che la Regione intende perseguire, attraverso questi interventi, è il raggiungimento del 65% della raccolta differenziata entro il 2012 fissato dal Piano regionale di gestione dei rifiuti urbani. Il via libera ufficiale è stato dato con la delibera approvata il 4 giugno dalla Giunta regionale. Allo stato attuale sono circa 250 i Comuni sardi ancora sprovvisti delle aree attrezzate di raggruppamento. L'importo massimo concedibile per ciascun intervento è di 120 mila euro per i Comuni al di sopra dei 15 mila abitanti e di 80 mila euro per quelli con meno di 15 mila abitanti. Ogni amministrazione comunale dovrà indicare alla Regione l'area dove intende realizzare il centro di raccolta e il cofinanziamento. Gli ecocentri sono strutture di servizio alle raccolte differenziate, che consentono ai cittadini il conferimento diretto sia delle frazioni di rifiuti per le quali risulta difficile rispettare i vincoli temporali del servizio di raccolta, sia di quelle frazioni per le quali non è previsto specifico circuito di raccolta.

A Bali la conferenza della Basel Convention sul traffico mondiale dei rifiuti pericolosi

Si è aperta il 23 Giugno a Bali (Indonesia), la nona conferenza delle parti (Cop 9) della Basel Convention che ha per tema "Waste management for human health and livelihood". La Convenzione di Berna è stata promossa nel 1989 ed è entrata in vigore il 5 maggio del 1989. E' stata ratificata da 168 Paesi, mentre Usa, Haiti ed Afghanistan non l'hanno ancora fatto. La Conferenza delle parti è l'organo di governo della Basel Convention, il più vasto e importante trattato internazionale sui rifiuti pericolosi e che ne regolamenta il commercio transfrontaliero e punta a ridurne produzione e spostamenti. Il traffico internazionale di rifiuti pericolosi è un problema esploso negli anni '70 ed '80 in tutto il mondo, quando ci si è resi conto a livello di opinione pubblica che i Paesi in via di sviluppo venivano usati come discarica globale a basso costo dai Paesi industrializzati, ma i controlli non hanno impedito il succedersi di incidenti e la trasformazione di aree dell'Asia e dell'Africa in cimiteri di sostanze pericolose o in "centri" mondiali di un riciclaggio che non ha rispetto per l'ambiente e la salute umana.

Mentre oggi pomeriggio alle 18,00 è stato convocato a Marano il Consiglio Comunale straordinario dove i comitati di Chiaiano si incontreranno per rivedere le strategie alla luce dell'apertura della discarica annunciata ieri, è stata pubblicata la risposta all'[url=http://www.europarl.europa.eu/sides/getDoc.do?pubRef=-//EP//TEXT+QT+H-2008-0391+0+DOC+XML+V0//IT]interrogazione[/url] alla Commissione europea, fatta dalla parlamentare verde [url=http://www.monicafrassoni.it/html/detail.html?id=1161]Monica Frassoni[/url] che chiedeva appunto se il decreto rispettasse appieno le norme comunitarie in materia di smaltimento dei rifiuti. Ecco la risposta ricevuta dalla Ue con la chiusura in cui viene ribadito che se l'Italia non si adeguerà alle norme europee la stessa sarà costretta a prendere provvedimenti

USA: nasce un nuovo gigante della gestione dei rifiuti

Republic Services e Allied Waste Industries hanno annunciato oggi la loro fusione. L'accordo raggiunto tra le due imprese prevede che Republic Services acquisterà Allied Waste Industries per circa $6,1 miliardi. Gli azionisti di Allied Waste Industries riceveranno per ogni loro titolo 0,45 azioni di Republic Services. In base alle quotazioni dei due titoli di venerdì scorso l'operazione valuta Allied Waste Industries poco più di $14,00 per azione. Il nuovo gruppo avrà una capitalizzazione di borsa di circa $9 miliardi e sarà la seconda impresa statunitense nella gestione di rifiuti dietro a Waste Management
